NFIRS Deadlines and Schedules

VFIRS Reporting Deadlines Timeliness of reporting is critical to ensure the availability of current incident data. Fire departments should be consistently reporting incidents on a monthly basis. All incidents are due and should be reported (submitted) no later than the 15th of the calendar month for incidents that occurred in the previous month. January incidents are due on February 15th each year. February incidents are due on March 15th. For incidents that remain open, any necessary update shall be reported no later than the 15th of the following month after it finally closed. For example: A structure fire on March 27th is then/initially deemed to be of suspicious origin. That incident shall initially be reported into the system no later than April 15th. The investigation is not concluded until May 20th and then ‘closed’. If the original report is materially altered by the findings of that investigation – requiring an “update” to the existing record, that ‘change’ shall be reported no later than June 15th.

On-Line Recertification Training Policy

For VFMA only VFMA currently accepts several on-line training courses for NFPA 1031/1033 recertification hours, up to a maximum of 50% of required hours per 24-month training cycle. The only source approved for NFPA 1031 on-line training is the DHCD. The only two sources approved for NFPA 1033 on-line training at this time are DCJS (many but not all DCJS courses are approved for recert) and CFI Trainer. Individuals desiring to assure a course is approved may request approval by a simple email to FMA@vdfp.virginia.gov. Pre-approval is recommended before taking a course to assure it is a credited course. At least eight hours each 1031 cycle must be completed in a classroom setting with an instructor present. At least twenty hours each 1033 cycle must be completed in a classroom setting with an instructor present. No on-line course may be repeated within a 24-month training cycle for recertification credit. We also accept CFI Trainer courses taught in a classroom setting with a lead instructor present in the classroom. This is to assure the student that any question(s) he/she may have are answered quickly and correctly. The instructor is also responsible for assuring the student attends the entire course and properly takes the test as necessary. Several Virginia fire associations now offer that training to their members. Pre- approval is required for classes with twelve students or more. To do that you must: 1)  Obtain a classroom with audio-visual / internet capabilities 2)  Select the course(s) you wish to offer to your students 3)  Designate a lead instructor who will be responsible for paperwork and attendance records 4)  Submit a course approval request form to us (just like any other recert course) 5)  Have at least twelve students interested in the course We will assign a school number and the lead instructor must be present in the classroom for the course offering(s) and be responsible for all V-DFP paperwork (as required for any recert course). Return all paperwork to the VFMA within ten days of the end of the class. The VFMA will then issue recertification CEUs for each student for the hours they attended. Rev 12-15-2014

Continuing Education Requirements

NFPA 1031 Fire Inspector II Certificate Compliance The Department of Housing and Community Development (DHCD) requires continuing education as a component of maintaining compliance with state regulations relative to the NFPA 1031 and other certifications. All regulatory requirements, compliance, and verification are conducted by the Jack A. Proctor Virginia Building Code Academy. Maintenance Compliance for adhering to continuing education requirements shall be tracked, documented, and maintained by the individual and the Authority Having Jurisdiction (AHJ). Furthermore, documented compliance with the continuing education requirements should be uploaded within the DHCD electronic database and the Cornerstone on Demand for retention, which is available for viewing through each user profile. A minimum of 16 hours of continuing education shall be obtained every 24 months, in accordance with DHCD Continuing Education Policy. Refer to the “Acceptable Programs, Courses, and Activities” section for further guidance. Courses must be approved by the Virginia Department of Fire Programs (VDFP) Virginia Fire Marshal Academy (VFMA) using the following process:

  1. Complete the online Continuing Education Request Form.
  2. The VFMA will assign a Cornerstone on Demand Session (CSOD) Number and respond to you via email within three business days.
  3. Upon completion of the course, email the completed roster and any additional documentation to the VFMA (FMA@vdfp.virginia.gov).
  4. Complete the DHCD Continuing Education Application for Certified Code Officials and Technical Assistants form and follow submission instructions.

NFPA 1033 Fire Investigator Certificate Compliance VDFP, in cooperation with the Virginia Department of Criminal Justice Services (DCJS), has the authority to design, establish and maintain the required courses of instruction. Maintenance Continuing education requirements shall be tracked, documented, and maintained by the individual and the AHJ. Furthermore, documented compliance with the continuing education requirements should be uploaded within the Cornerstone on Demand for individual record retention, which is available for viewing through each user profile. Accordingly, NFPA 1033 mandates that the fire investigator remain current in a variety of subject areas, including, but not limited to:

  • Acts of the Virginia General Assembly/ Legal Update
  • Laws of Arrest
  • Juvenile/Domestic Relations
  • Search and Seizure
  • Evidence Collection/Storage
  • Fire Science
  • Fire Chemistry
  • Thermodynamics/Thermometry
  • Fire Dynamics/Modeling
  • Explosion Dynamics
  • Fire Investigation Methodology
  • Fire Analysis
  • Hazardous Materials

Additional topics are available to localities to meet or exceed the minimum requirements. Courses must be approved by the VDFP VFMA using the following process:

Reciprocity The VDFP will continue to assist agencies with obtaining reciprocity for individuals that have PROBOARD or IFSAC Fire Inspector and/or Fire Investigator certifications. Refer to the VDFP reciprocity policy. Fire Investigators with Law Enforcement Powers Compliance & Maintenance Firearms qualification and requalification requirements shall be established by the AHJ and, after qualification through the VFMA, requalification should be consistent with DCJS requirements. A minimum of 40 hours of continuing education shall be obtained every 24 months from the date of certification that meets or exceeds the compulsory in-service training standards. Reciprocity The AHJ has the authority to determine reciprocity requirements and standards. Reference Legislation 27-34.2. Rescue Week 2016 Registration and Payment Process

Registration: Students will be required to register online using the VDFP FSTRS system. Once a student registers for the course, they will be directed to a page that shows that they have been successfully registered for the course. The Registration confirmation page MUST be printed to accompany your registration fee.   Payment Methods: By Check: Students wishing to pay by check should print off their registration confirmation and include a $10.00 per day, nonrefundable check made out to the Treasurer of Virginia. On the registration confirmation sheet please indicate the total cost of the course in which you are attending. If you are registering for more than one course, please indicate the course cost for each of the courses separately. Checks along with the registration confirmation can be mailed to:   Virginia Department of Fire Programs Attn: Rescue Week 1005 Technology Park Drive Glen Allen, VA. 23059 By Credit Card: Students wishing to pay by credit card can fax their registration confirmation page to the VDFP Bookstore at: 804‐371‐3334. After faxing the registration confirmation, contact the VDFP bookstore at (804) 249‐1976 to give the credit card information. All registration fees will be nonrefundable. Registration fees must be received by September 16, 2016. Participants who register but fail to pay the registration fee by September 16, 2016 will automatically be removed from the course.

VFIRS Hardware Grant Cover Letter

Reporting the details of emergency responses to the Virginia Fire Incident Reporting System (VFIRS) greatly benefits fire departments and localities. By documenting incidents, fire departments indicate what incidents are being handled by their department and also reflect what is happening in their community. The information is used to support important decisions made at the local, state, and federal levels, and is often a determining factor when awarding grant funding. Therefore, it is critical that fire departments in your locality report to VFIRS. To aid fire departments with their incident reporting, the VFIRS Hardware grant is available to allow funding for computer hardware equipment needed for reporting. The FY2017 grant period opens July 1, 2016. All completed applications must be postmarked no later than August 31, 2016. I encourage your locality to apply for your fire departments, especially if you have departments that are not currently reporting their incidents. Please see the attached VFIRS Hardware grant application. Training and technical assistance will be available for any fire departments that are new to incident reporting.
